CAF releases CANFORGEN regarding upcoming Army Technical Staff Officer Program and Army Technical Warrant Officer Program

Recently the Canadian Army released a CANFORGEN calling for applications for the Army Technical Staff Officer Program (ATSOP) and the Army Technical Warrant Officer Program (ATWOP).

The programs will run at RMC Kingston from July 19, 2021, to June 24, 2022.

The CANFORGEN stated, through the programs offered at the Royal Military College of Canada (RMC) department of Applied Military Science (AMS), the army is committed to developing officers and NCMs who are fully engaged in the exploitation of new technology in the CA and influencing the Army of tomorrow.

The ATSOP aims to produce competent capability development officers with a broad base of knowledge in science, technology, and management, and who can apply that knowledge within a team environment to enhance the CAF capabilities.

Career managers, corps, regiments, branch directors, and commanding officers shall ensure that suitable applicants with high potential are identified and strongly encouraged to apply. Individual applicants should also identify themselves to their commanding officers and career managers in accordance to the Ref.

It is anticipated that the following capability development positions will require an ATSO qualified officer in 2022:

(1) Armoured School/Gagetown/Capt/ARMD
(2) Artillery School/Gagetown/Capt/Arty
(3) Infantry School/Gagetown/Capt/Inf
(4) CATEU/Gagetown/Capt/Armd
(5) CATEU/Gagetown/Capt/Arty
(6) DGLEPM/Gatineau/Capt/EME
(7) DGLEPM/Gatineau/Capt/Sigs
(8) DGLEPM/Gatineau/Maj/CBT ENGR
(9) DGLEPM/Gatineau/Capt/CBT ENGR
(10) DLR/Gatineau/Capt/Armd
(11) DLR/Gatineau/Maj/ARMD
(12) DLR/Gatineau/Capt/Arty
(13) DLR/Gatineau/Capt/Inf x 2
(14) DLR/Gatineau/Maj/Inf
(15) DLR/Gatineau/Capt/LOG

To address planned and unexpected vacancies, a total of 16 seats are available at the RMC AMS Department. In accordance to the current forecast, each corps, regiment and branch is asked to submit files for its best candidates in the following quantities:
(1) ARMD x 5 files
(2) Arty x 5 files
(3) CBT ENGR x 5 files
(4) EME x 2 files
(5) Inf x 5 files
(6) LOG x 3 files
(7) MP x 2 files
(8) Sigs x 4 files

Essential prerequisites:

(1) CA Reg F Maj or Capt by the time of the course start
(2) Minimum of five years of service remaining (new TOS must be signed upon selection if required)
(3) Level ii security clearance or the ability to obtain one by the start of the program
(4) Be considered suitable for capability development employment. In particular, the individual will possess sufficient field experience and have demonstrated an interest and aptitude for the military applications of technology

The following attributes are desirable:

(1) University undergraduate degree (preferably in science or engineering) or equivalent
(2) Have obtained a balance of field and staff experience as determined by respective corps, regiments and branch directors
(3) Possess the potential to reach the next rank
(4) A minimum linguistic profile of BBB

The aim of the ATWOP is to produce capability development warrant officers that have a broad base of knowledge in science, technology, and management and who have the ability to apply that knowledge within a team environment to enhance the capabilities of the CAF.

Individual applicants should also identify themselves to their commanding officers and career managers in accordance to the Ref.

(5) DGLEPM/Gatineau/WO/ACISS Tech
(6) DLR/Gatineau/WO/CRMN
(7) DLR/Gatineau/WO/Gnr
(8) CATEU/Gagetown/WO/CRMN
(9) MP HQ/Ottawa/WO/MP

(1) RCCS ACISS x 2 files
(2) EME Ancil Tech x 2 files

(4) CRMN x 4 files
(5) Gnr x 5 files
(6) INFMN x 2 files
(7) MP x 2 files

Essential prerequisites:

(1) CA Reg F MWO or WO by the time of the course start
(2) Minimum of five years of service remaining (new TOS must be signed upon selection if required)
(3) Grade 12 or equivalent
(4) Above average oral and written communication skills
(5) Level ii security clearance or the ability to obtain one by the start of the program
(6) Be considered suitable for capability development employment. In particular, the individual will possess sufficient field experience and have demonstrated an interest and aptitude for the military applications of technology
the following attributes are desirable:
(1) Have obtained a balance of field and staff experience as determined by respective regiments, corps and branch directors
(2) Possess the potential to reach the next rank
(3) A minimum linguistic profile of BBB

For both the ATSO program and the ATWO program, applications must include a CO’s letter of recommendation.

Career managers to the CA OPI NLT must submit complete applications November 6, 2020. Application deadlines for submission to career managers will be set by the respective corps/branch/trade.

Selection boards will be convened in Ottawa to determine suitable candidates on December 2, 2020, for the ATSO program and December 3, 2020, for the ATWO program.
