Royal Canadian Air Forces Commander Announces 2025 Commanding Officer and Senior Appointments

The Royal Canadian Air Force (RCAF) continues to roll out its commanding officer and senior appointments for the 2025 annual posting season.

The announcement was made by RCAF Commander, LGen. E.J. Kenny, and published in CANFORGEN 045/25.

“My sincere congratulations to all. These appointments reflect your significant contributions to the RCAF and they carry with them a heightened degree of expectation of your personal and professional attributes,” said Kenny in the published statement.

Appointments

According to the CANFORGEN, the following are Commanding Officers (CO) and Senior RCAF appointments:

  1. Maj. Dustin West is appointed JRCC Halifax OIC (Joint Rescue Coordination Centre Halifax Officer in Charge).
  2. Maj. Abel Mfumuangani is appointed Canadian Mission Control Centre Trenton OIC.
  3. Maj. Denise Kelly is appointed CFS (Canadian Forces Station) Alert CO from July-Dec. 2025.
  4. Maj. Daniel Cork is appointed CFS Alert CO from Jan. to Jun 2026.
  5. Maj. (P) Yann Patoine-Bedard is appointed 3 WG OSS CO (3 Wing Operational Support Squadron Commanding Officer.)
  6. LCol Anne Gray is appointed DComd (Deputy Commander) 19 WG.
  7. LCol Claude Rivard is appointed CO 442 Squadron (SQN).
  8. LCol Kreager Graham is appointed CO 402 SQN.
  9. Chief Warrant Officer (CWO) Dipen Mistry is appointed CWO 1 CDN AIR DIV (Canadian Air Division).
  10. CWO Mark Keown is appointed WCWO (Wing CWO) 1 WG.
  11. CWO Carlos Oliveira is appointed WCWO 4 WG.
  12. CWO Stewart Greenslade is appointed WCWO 9 WG.
  13. CWO James McCarron is appointed WCWO 12 WG.
  14. CWO Justin Harper is appointed WCWO 14 WG.
  15. CWO Richard Rousseau is appointed WCWO 17 WG.
  16. MWO (P) Nicole Voyer is appointed CWO 1 CAD AERO RDNS (Canadian Air Division Aeronautical Readiness and Operations).

  19. MWO (P) Pascal Beaulieu is appointed SCWO 3 AMS (Squadron Chief Warrant Officer 3 Air Maintenance Squadron).

  21. CWO Stephen Waugh is appointed CWO 12 WG OSS (12 Wing Operations Support Squadron).
  22. MWO (P) Justin St-Onge is appointed CWO 17 WG MSS (Mission Support Squadron).

Preparing for New Roles

In his released statement, the RCAF Commander advised the new appointees to “deeply comprehend” the renewed CAF Ethos: Trusted to Serve.

“You are to lead by example and embody the high level of trust Canadians, our government and our Armed Forces personnel deserve,” read the CANFORGEN.

He also reminded the new appointees that the RCAF is an inclusive force looking towards the future.

“The RCAF is an agile, integrated and inclusive air and space force which can be relied on to achieve operational advantage. To that end, I depend on you to lead our aviators with integrity, courage and conviction. As you prepare to assume your critical leadership opportunities within the RCAF, I challenge each of you to think about how you will ensure that every member under your command can thrive and grow in a safe, inclusive and respectful environment. I am confident that you are well prepared to succeed in this critical command responsibility.

“The RCAF strategy recently published clearly articulates our priorities for the coming years. I look forward to the opportunity to articulate my personal views to you at a future RCAF Unit Command Team Orientation Program (RUCTOP) session. More importantly, I look forward to hearing your ideas and actions in support of our new strategy,” said Kenny.
