CANFORGEN Announces Canadian Armed Forces Pay Equity Plan Deadline Extended

Posting the Canadian Armed Forces (CAF) Pay Equity Plan has now been extended to Aug. 31, 2026, the military announced.

The CANFORGEN also confirmed that a Pay Equity Committee will be established to develop the Plan.

“…given operational considerations and the unique nature of the CAF, a call-out was sent to seek voluntary representatives from officer and non-commissioned occupations composed predominantly of women and men, respectively,” stated CANFORGEN 023/25.

Pay Equity Plan

“The Pay Equity Act was passed by Parliament and received royal assent on Dec. 13, 2018. The act came into force on Aug. 31, 2021,” stated the Canadian government website.

The purpose of the act is to achieve pay equity for employees in jobs typically held by women by addressing gender-based discrimination in employers’ pay practices and systems.

Committee Composition and Members

The Pay Equity Committee’s formation follows sub-section 19(1) of the Pay Equity Act, which outlines strict composition requirements. The committee must:

  • Be composed of at least three members
  • Include at least two-thirds employee representatives
  • Consist of at least 50 percent women
  • Include at least one member selected by the employer
  • Include at least one member selected by non-unionized employees.

CANFORGEN 023/25 lists the following individuals who volunteered and will serve on the CAF Pay Equity Committee:

Employer Representatives:

  1. Ms. Robin Gilmore, Treasury Board Secretariat
  2. Ms. Michelle Nadeau, Directorate of Pay Policy Development

Employee Representatives:

  1. MWO Cassandra Postma, Human Resource Administrator
  2. Maj Nicole Mahoney, Physiotherapy Officer
  3. Sgt Charles Tunney, Aircraft Structures Technician
  4. Maj Maria Wiseman, Nursing Officer
  5. Sgt Christine Plume, Aviation Technician

Committee leadership

According to the CANFORGEN, one of the employee representatives will be selected by majority vote to serve as co-lead. Together with the employer co-lead, the co-chairs will “chair the meetings, determine meeting agendas, establish work requirements and timelines, direct sub-committee activities, and provide leadership to advance the discussion while ensuring that each member has an opportunity to express views,” as stated in the CANFORGEN.

Additional members may be added as needed. Members from the Defence Advisory Group Secretariat and the Defence Women’s Advisory Organization will be available in an ex-officio capacity throughout the process.
