Chief of the Defence Staff announces additional CAF General and Flag Officer senior Appointments, Promotions, and Retirements

Earlier this year, Gen. Jonathan Vance, Chief of the Defence Staff, announced additions to the list of Canadian Armed Forces (CAF) General and Flag officer senior appointments, promotions and retirements occurring this year.

Rear- Admiral J.E.T.P. Ellis is retiring from service this year resulting in:

Commodore J.R. Auchterlonie will be promoted to the rank of Rear-Admiral, appointed Deputy Commander Canadian Joint Operations Command, in Ottawa,

Commodore B.W.N. Santarpia will be appointed Director General Plans Strategic Staff to replace Commodore Auchterlonie.

Commodore Santarpia will be replaced by Col. M.M.L. Rafter, promoted acting while so employed to the rank of Brigadier-General and appointed Chief of Staff to the Vice Chief of Defence Staff.

Also, Rear-Admiral E.M. Stuart retired from service resulting in Col. W. Liedtke’s promotion substantive to the rank of Brigadier-General and will remain as Chief of Staff to the Assistant Deputy Minister (Finance), in Ottawa.

BGen. P.F.C. Garbutt is retiring from service this year, resulting in the following appointments:

Brigadier-General J.R.M. Lalumière will be appointed Director General Air Force Development, in Ottawa, replacing Brigadier-General P.F.C. Garbutt

Brigadier-General B.F. Frawley will be appointed Director General Space, in Ottawa, replacing Brigadier-General J.R.M. Lalumiere.

Brigadier-General D.W. Lowthian will be appointed Deputy Commander 1 Canadian Air Division, in Winnipeg, replacing Brigadier-General B.F. Frawley.

Colonel E.J. Kenny will be promoted acting while so employed to the rank of Brigadier-General and appointed Deputy Commander Force Generation, in Winnipeg, replacing Brigadier-General D.W. Lowthian.

BGen. T.N. Balfe will retire from service in 2016, resulting in Col. S.N. Clancy’s promotion acting while so employed to the rank of BGen. and appointed Director General Air Readiness, in Ottawa, to replace BGen. Balfe.

BGen. A.T. Stack will be retiring, resulting in:

Brigadier-General D.A. Patterson will be appointed Deputy Commander Canadian Army Doctrine Training Centre, in Kingston, replacing Brigadier-General A.T. Stack.

Colonel M.E.K. Campbell will be promoted to the rank of Brigadier-General and appointed Deputy Commander of 4 Canadian Division, in Toronto, replacing Brigadier-General D.A. Patterson.

Additionally, the following appointments or promotions took place as a result of new and continuing service requirements:

Rear-Admiral S.E.G. Bishop will be appointed Commander of Canadian Armed Forces Intelligence Command, at National Defence Headquarters, in Ottawa, replacing Major-General P.F. Wynnyk.

· Major-General D.J. Milner will no longer take his retirement and will be appointed Central Command J5, in Tampa, Florida, replacing Brigadier-General G.D. Corbould.

· Brigadier-General T.L. Harris was promoted acting while so employed to the rank of Major-General and will remain as Chief of Staff to the Chief of Defence Staff, in Ottawa.

· Brigadier-General G.D. Corbould will be appointed Commander of the Joint Personnel Support Unit in Ottawa.

· Colonel J.B.C. Doyon was promoted to the rank of Brigadier-General and will be appointed Director General Military Careers, in Ottawa.

· Brigadier-General D.J. Anderson was appointed Ministerial Liaison Team Director, in Iraq.

· Colonel R.W. Ermel, previously announced as acting while so employed, will be promoted substantive to the rank of Brigadier-General and appointed Director General Capability and Structure Integration, in Ottawa.

· Colonel J.R.M. Gagné, previously announced as acting while so employed, will be promoted substantive to the rank of Brigadier-General and appointed Deputy Commander 18 Corps Airborne, in Fort Bragg, USA.

· Colonel M. Frank will be promoted substantive to the rank of Brigadier-General and appointed Director General Defence Force Planning, in Ottawa, replacing Brigadier-General O.H. Lavoie.

· Colonel S.M. Moritsugu was promoted acting while so employed to the rank of Brigadier-General and appointed Director General Defence Military Signals and Intelligence, in Ottawa, replacing Brigadier-General J.J.M. Girard.

To those taking on new appointments and responsibilities, I have the utmost confidence that you will rise above expectations in your new roles,” said Vance.
